The Trust will be run by a balanced multi-stakeholder board of 10 dedicated Trustees who will be fully accountable and transparent providing a strong mix of skills, attributes and experience.

The Trust will be run by a balanced multi-stakeholder board of 10 dedicated Trustees who will be fully accountable and transparent providing a strong mix of skills, attributes and experience.  All Trustees will operate in the best interests of the Trust and will not offer advice to residents.    

Stortford Fields Community Management Trust has been registered with Companies House and has appointed the following trustees – Councillor Sarah Copley, Bishop’s Stortford North ward; Andrew Holloway from Taylor Wimpey; Isaac Kibirige from Vistry; Sally Allan, Executive Principal at Avanti Meadows Primary School & Avanti Brook Primary Schools; and residents Yuan Chen, Simon Gallagher and Mark Johnson. 

The Board will continue to build with recruitment of Residents, Voluntary/Community, Conservation, and Housing Association Trustees in the coming months.  The number of resident representatives grows over time per 350 homes occupied. Ensuring the Board is not full at the outset means residents in later phases can join.  As BSNC complete their building work, they will depart from the Trust board.   The two co-optee positions will be held by people who bring a specialist skill set to support the Board activities, e.g. Finance, HR. 

Executive Team

Mark and Claire have been appointed to set up the Trust.  Both have many years’ experience working with communities – setting up community trusts, community development and resident communications.  They are on a short-term contract and their role will reduce as the Trust Board develops.

East Herts District Council

Cllr Sarah Copley (Bishops Stortford North ward)

Sarah is a local solicitor and mum. She was born in Bishops Stortford and grew up in Sawbridgeworth.  After working and living in London she is now pleased to be living with her family in Bishops Stortford.

Development Consortium x 2 positions

1. Andrew Holloway

Andrew is Technical and Planning Director at Taylor Wimpey. He has been involved with the planning process and building of Taylor Wimpey’s homes at Stortford Fields for 9 years.  

2. Isaac Kibirige

Isaac is Development Director for the developer Vistry.  Isaac has been working in the housing industry for over 10 years. 

Resident trustee - Yuan Chen

Yuan was our first resident trustee.  Yuan lives in Stortford Fields and brings her wealth of experience in the financial services industry and involvement in community engagement programmes on urban planning to the Trust.

Resident trustee - Simon Gallagher

Simon brings a combination of corporate board and voluntary sector experience to the SFCMT Board.  He also runs a local business.  Simon has been involved with the community at Stortford Fields from its beginning, having been one of the first residents to move in.  He also set up the Stortford Fields Residents Facebook page which has over 1,500 members.

Resident trustee - Mark Johnson

Mark has worked in and around the public sector for his whole career and is a Chartered Public Finance Accountant. He currently works for an accountancy body leading their global research on public sector finance issues. He is also Chair of Governors at St Michael’s Church of England Primary School in Bishop’s Stortford.

Mark says:   

‘The open spaces and community facilities planned for Stortford Fields have the potential to be a great resource for residents, to improve wellbeing and build a sense of belonging and community. By joining SFCMT, I want to use my skills and experience to help make sure we make the most of this opportunity’.

Community/Voluntary

Sally Allan is Executive Principal Designate for Avanti Brook and Avanti Meadows Primary Schools.  Schools are such an integral part of any new community and Sally’s significant education and community experience will be invaluable to our board.

Stortford Fields Estate Management Company

Following a change in its Articles in September 2023, the Board of Directors of Stortford Fields Estate Management Company (SFEMC) are now appointed by the Trust.  The Board of SFEMC originally included Directors from Bishops Strotford North Consortium (BSNC), but Cllr Sarah Copley, and Mark Patchett – representing SFCMT, have now joined. 

Gateway Property Management is the Estate Manager nominated by BSNC to collect the service charge and estate management charge from residents, administer contracts for services to common parts of Stortford Fields, instruct and supervise contractors to provide building and maintenance services.

Homeowners at Stortford Fields were made aware of their management company arrangements when they bought their homes.  This is noted on their Transfer Purchase document also know as a TP1.  Estate managers at Stortford Fields include Gateway and RMG.
